Anyone Protocol governance continues to expand as the network builds toward a much bigger roadmap of upcoming releases and milestones. This proposal extends Anyone Protocol governance voting power to relay operators by recognising active relay locks as governance voting power.

If approved, relay operators will be able to participate directly in governance signalling and operational proposals through daoforanyone.eth, with no additional steps required on their part.
This change gives relay operators a direct governance voice in proportion to the infrastructure they support, without requiring them to change how they operate their relays.

What This Proposal Changes

Currently, Snapshot governance voting power is based on governance staking voting power from the Hodler contract.

This proposal adds relay-lock voting power on top of that existing mechanism.

Under the proposed system:

  • 1 actively locked $ANYONE for relay registration = 1 vote

  • Existing governance staking voting power continues to count

  • Relay-lock voting power is added to governance staking voting power

  • Relay operators do not need to enable governance mode to receive relay-lock voting power

  • Wallets with both governance staking and active relay locks receive both forms of voting power

The voting power calculation becomes:

Total Voting Power = Governance Staking Voting Power + Active Relay-Lock Voting Power

How Relay-Lock Voting Power Works

How Relay Voting Works

There is no separate opt-in process and nothing to configure on the dashboard for relay-lock voting power. Simply running a relay is what generates voting power, so the network recognises an operator's contribution without asking them to do anything differently.
When a Snapshot vote is created, voting power is calculated from the wallet’s existing governance staking votes plus any active relay locks held by that wallet at the Snapshot voting block.
Relay operators do not need to enable governance mode if their voting power comes only from active relay locks. If a wallet has both governance staking voting power and active relay locks, both are added together.
This means simply running relays with active $ANYONE locks can generate voting power, so the network recognises an operator’s contribution without asking them to do anything differently.

Examples

Relay lock only

A wallet has:

  • 0 staking votes

  • 100 active relay-locked $ANYONE

Voting power: 100 VP

Staking only

A wallet has:

  • 1,000 staking votes

  • 0 active relay-locked $ANYONE

Voting power: 1,000 VP

Staking and relay locks

A wallet has:

  • 1,000 staking votes

  • 500 active relay-locked $ANYONE

Voting power: 1,500 VP

What Does Not Count

Only active relay locks count toward relay-lock voting power.
Tokens that have been unlocked and are waiting in a withdrawal or vault period do not count as active relay-lock voting power.

Quorum and Voting Period

This proposal uses the same core governance structure as previous Snapshot votes.

Quorum

Quorum is set at 1,000,000 VP.

The proposal is considered valid if total voting participation reaches at least 1,000,000 voting power and the number of For votes exceeds the number of Against votes.

Voting Period

Voting will remain open for 7 days from publication.

Looking Ahead

Relay operators carry real operational weight in the network, running the infrastructure that keeps the protocol functioning day to day.

Giving relay operators governance voting power brings governance closer to the people actively contributing to network security and uptime.

This is one part of a longer pipeline of work already underway, with further product releases and governance milestones planned in the months ahead as the team continues building with the runway and resources to keep shipping for the foreseeable future.

Proposal Summary

By voting For, participants approve:

  • Extending Snapshot governance voting power to active relay locks

  • Counting active relay-locked $ANYONE on a 1:1 basis

  • Adding relay-lock voting power on top of existing governance staking voting power

  • Allowing relay-lock voting power without requiring governance mode to be enabled

  • Using a quorum of 1,000,000 VP and voting structure for relay operator participation

  • Keeping the voting period open for 7 days

By voting Against, participants reject extending governance voting power to active relay locks under this framework.
