Proposal for only holders to get ROI on any asset sold

This proposal aims to correct the current system of profit distribution in the community.
At the moment the current system involves rewarding wallets by the percentage of DCIP token it held when the the particular investment was made, and this system has flaws that results in giving rewards to wallet that may not be holding DCIP.

The new system would involve the distribution of profits to only wallets that are holding DCIP when the asset is sold and this might result in high demand of DCIP from the time of the proposal to when the proposal gets executed resulting in high volume and more visibility for dcip in the future.
