Reduce Vanilla DAO transaction fee to 0.25%

This proposal suggests reducing the transaction fee on the Vanilla DAO platform from 0.5% to 0.25%. The goal is to increase transaction volumes, enhance user satisfaction, and strengthen our competitive position in the DeFi sector.
