[LIP #21] 2025-Q3-A02 - Lock $SWAP for PACASWAP DEX governance participation

This emergency proposal addresses the strategic allocation of the significant $SWAP token airdrop received by the Lattice Gateway DAO - the Lattice DAO treasury is the single largest holder with 41,664,888 $SWAP. The airdrop offers a critical opportunity to secure amplified voting power within the PACASWAP DEX ecosystem, enabling the DAO to direct emissions toward liquidity pools that benefit the Lattice ecosystem and establish the DAO as the primary bribing platform for PACASWAP DEX governance. Additionally it would include the Lattice treasury in all future rewards like for example swap fees from PacaSwap.

The lock duration will determine the voting power multiplier:

24 months --> 7x Voting Power
18 months --> 4x Voting Power
12 months --> 2.5x Voting Power
