[GIP-274] Migration Timeline Update

The migration proposed on [GIP-272] will be extended until January 20th, 2026.

Given that closing positions currently implies price impact, and that available liquidity is lower than initially expected, the stablecoin migration process will be extended until January 20th, 2026.

Objectives of the extension:

• Increase available liquidity on V3.1 pools for Credit Account (CA) migration, via a new curator and potential additional LP capital.

• Provide users with additional time to complete their migration in an orderly manner.

Important: Pools connected to rstETH, as specified in [GIP-273], are not included in this delay.
