Inactive Wallet Optimization

The DAO proposes establishing a minimum activity threshold for Kong payouts. Wallets must show at least one governance vote in past year, or alternatively submit “proof of digital life” via a verification ticket ( ⁠create-ticket ). Wallets not meeting this threshold will have their payout funds temporarily redirected into a DAO-managed USDC yield account until verification or reactivation occurs. Before each Kong Payout, the team will review inactive list of wallets and update accordingly. Kong Distribution Smart Contract will be adjusted accordingly.
